Obama Prepares to Recall Surge Troops From Afghanistan Amid Calls for Rapid Draw-down

President Obama, in a prime-time address Wednesday, will outline and justify his plan for withdrawing surge troops from Afghanistan by late 2012 -- as he faces pressure from both parties to accelerate the drawdown in the face of military commanders' advice. 

Fox News has learned that Obama will call for 10,000 troops to be withdrawn by the end of this year. Sources outside the White House say the rest of the surge troops -- about 23,000 -- will be removed by the end of summer in 2012. It is expected that all the surge troops will be out of Afghanistan by Sept. 1. 

A senior administration official, without commenting on the number of troops slated for withdrawal, said the president's decision centered on the progress made against Al Qaeda as well as on the objectives he outlined in late 2009 when he announced the 33,000-troop surge.
